What is the text saying? In context, that passage is a reference to a woman submitting. The actual head covering is secondary. Your church does teach that women cannot be clergy.

It's not only submission which is due to woman, but a practice of the churches of God.
Many Protestant never reflect on this scripture passage. They sidestepped using vain argument and continue with their man-made tradition (that is, allowing their women to not cover their head, or worst, having a very short hair). The bible is very clear on this.

Infallibility does not come solely with having a supreme leader claiming infallibility. You said it yourselves that you have the bible as the infallible rule.
